Steps to Change Welcome Message In Magento 2:

1. Login to the Admin panel
2. Navigate to Content > Design > Configuration
3. Edit the store view for which you want to change the default welcome message in the Magento 2 store
4. Expand the Header section
5. Input your custom welcome message in the Welcome Text field
6. Save the configuration
