Scenario: Only a particular user in the role needs the permission to operate the functionalities of Email marketing campaign without give the permission to all other users in the employees role
Solution: Setup > Users/Roles > User Management > Manage User(Administrator)
Custom Role: Click Edit

Global Permissions:
Select CRM Groups, Marketing Campaigns, Marketing Template, Set Up Campaign Email Addresses, Marketing Campaign Reports, Perform Search
Level: Select Full

Permission:
Select Mass Update, Employees, Vendors, Contacts, Customers
Level: Select Full
Note: Please go through the roles that is been assigned to the user and check for the granted permission.
